Overview Position Summary The Proposal Manager/Technical Writer is responsible for leading the planning, development, and delivery of high-quality proposals and interview materials in support of CEI Constructors’ business development and marketing objectives. This position requires a strong background in construction or engineering to effectively translate technical content into clear, persuasive, and compliant proposals. The Proposal Manager/Writer will collaborate with technical staff, subject matter experts, and leadership to ensure competitive and compelling submissions across multiple contract delivery methods. Responsibilities Manage the full proposal lifecycle, including scheduling, compliance review, content development, editing, design, production, and delivery. Analyze RFQ/RFP requirements and develop compliant, client-focused proposal strategies and work plans. Write, edit, and refine technical and non-technical content in collaboration with subject matter experts. Ensure the integration of win strategies, differentiators, and key themes into proposal narratives. Develop interview and presentation materials, including PowerPoints, graphics, and leave-behinds. Perform content editing, identify gaps, and coordinate revisions with proposal teams. Ensure final proposals meet quality standards and align with company branding and messaging. Conduct market and client research to inform pursuit strategies and proposal development. Contribute to and oversee the maintenance of the CRM/marketing database and proposal content library. Support development of marketing collateral and project sheets as needed. Mentor and provide training to Proposal Coordinators to ensure consistent quality and understanding of proposal processes. Collaborate with design resources to develop graphics, visuals, and layouts to enhance proposal effectiveness. Manage multiple concurrent pursuits under tight deadlines while maintaining high attention to detail. Maintain confidentiality of proprietary and sensitive information. Qualifications Education and Experience Bachelor’s degree, ideally in a technical discipline related to engineering or construction management. Minimum of six (6) years of proposal or technical writing experience in the engineering or construction industry. Prior experience as a Proposal Manager in construction or engineering. Proven track record of writing and managing successful proposals for federal, state, and local government contracts. Knowledge, Skills, and Abilities Strong understanding of heavy civil construction terminology, contract types, and delivery methods. Exceptional writing, editing, and proofreading skills with mastery of English grammar and composition. Strong interpersonal and interviewing skills; ability to collaborate effectively with individuals at all levels. Ability to synthesize technical inputs into persuasive, client-focused narratives. Excellent organizational and time-management skills with the ability to meet strict deadlines on multiple pursuits simultaneously. Proficiency with Microsoft Office (Word, Excel, PowerPoint), Adobe Creative Suite (InDesign, Illustrator, Photoshop), Bluebeam, and SharePoint. Ability to adapt to changing priorities and work effectively under pressure. Strong analytical, problem-solving, and research skills. Working Conditions Position is based in Denver, Colorado with occasional travel to project sites, client offices, and interviews as required. Must be flexible with work hours to accommodate proposal deadlines and time-sensitive pursuits. Compensation and Benefits Salary Range: $135,000 – $200,000 commensurate with experience and qualifications.
