Job Description

A mid-sized international company in the energy sector is seeking an experienced HR Manager to lead HR strategy and operations across a global workforce , including expats, international assignees, and cross-border teams. This hands-on leadership role supports all core HR functions—compensation, benefits, compliance, mobility, training, and systems—and is ideal for someone who thrives in a matrixed, fast-paced, and globally distributed business environment.

This role will report to the VP of Human Resources and work closely with stakeholders across business units and regions.

This role is downtown, on-site.

Key Responsibilities:

Compensation, Benefits & HR Systems

  • Administer and enhance compensation programs, including base pay, bonuses, recognition, and 401(k) plans.
  • Support annual compensation cycles (merit reviews, bonuses, market benchmarking).
  • Assist with benefit plan design and compliance, both domestically and internationally.
  • Act as backup for payroll, reporting, and inter-company invoicing.
  • Contribute to ongoing development of HRIS systems and reporting tools.

Mobility & International HR

  • Manage the lifecycle for expatriate and international employee assignments, including immigration, relocation, and repatriation.
  • Partner with third-party vendors for global mobility services (tax, housing, relocation).
  • Maintain compliance with labor laws and employment regulations in multiple jurisdictions.
  • Act as the main point of contact for global assignees, addressing onboarding, offboarding, and employee relations.

Learning & Development

  • Collaborate on leadership development and cross-cultural training initiatives.
  • Identify training needs and coordinate compliance programs (e.g., anti-harassment, DEI, workplace safety).
  • Assist in building an internship program and internal talent pipelines.

General HR Operations

  • Support strategic HR initiatives such as global policy harmonization, process improvement, and CSR reporting.
  • Help lead engagement, retention, onboarding/offboarding, and internal communications programs.
  • Conduct stay and exit interviews, analyze trends, and recommend improvements.
  • Monitor HR metrics such as turnover, training participation, and diversity progress.
  • Partner with finance, safety, and compliance teams to ensure HR alignment with broader business goals.
  • Oversee job descriptions and support recruiting for Houston-based roles.

Qualifications:

Required:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • ~7 years of experience in HR, with at least 3 years in a global or international HR role.
  • Minimum 2 years of experience supporting expatriates, secondees, or cross-border mobility .
  • Knowledge of U.S. labor laws, international labor practices, and global mobility challenges.
  • Strong proficiency with HRIS platforms (UKG preferred) and Microsoft Office.
  • Excellent communication, presentation, and stakeholder management skills.

Preferred:

  • HR certifications (PHR, SPHR, GPHR).
  • Background in oil & gas, industrial, or global field-based industries .
  • Familiarity with global payroll, visa/immigration processes, and SOX compliance.
  • International travel flexibility (~15%).
  • Multilingual fluency a plus.
